Books. Games are more like books than films.
A book has the reader imagine what is happening, in a similar way a game has the player make things happen. It is not as controlled as a film.

But in books you can't control the actions of the protagonists. What kind of games do you mean, specifically?

Video games.
Pacing is similar however. With a film you can control every shot, every length a time a character walks somewhere. With a book it's a lot more open as it is with games.

Video games aren't really like books, though. Books are more interactive than movies, but they are no where near that of video games.
And even within video games, the control you have is varied.

I can think of a lot of games that are more like movies than books. A lot of them use a lot of the same plot/cinematography techniques that can't really be applied to books.
I was a fan of an FPS called Black. It's not particularly spectacular and there's no multiplayer (dumb!) but never mind that. However it draws heavily on conventions from film. The gameplay sequences are totally irrelevant to the plot; stylistically they might resemble the shoot-outs of action movies but really, you either live or you die. However, you have scripted dialogue, cutscenes within missions, cutscenes between missions and an overarching plot that I (personally) think would be better suited toward a movie than a book (it's actually a very stereotypical movie plot that serves as a backdrop for the action; blah blah blah, terrorists, that sort of thing). The music and sound effects are all based on film scores. The "action" is also very similar to that in a movie; everything explodes when shot, no one bleeds, and our intrepid hero is consistently paired up against insurmountable odds that, inevitably, can be overcome. I could go into much more detail but I'm just belabouring the point; stylistically, the whole thing resembles a movie. And this is only one example.
Maybe there are some games that could be better compared to books but it's definitely not the sort of comparison that you could apply to the entire medium. Video games aren't so much similar to books or movies as they are wholly removed from both by their interactivity.

Games are an interactive media all it's own. We do far more than just hear and see like we do with film, and there is far more to process than in books (visuals in addition to text in a way that isn't for 3 year olds, for example). It doesn't work. Comparing games to literature as opposed to hollywood seems to give gaming integrity, but I think it has it's own integrity to stand on it's own.
Just like an std, will never fully go away.
