But he mentions it in the context of our universe. That if enough people believe something, it doesn't necessarily make it true, but it affects people's actions and thus the physical reality we occupy.

Narativium is the substance you are looking for. Very powerful stuff. Terry Pratchett makes everything more full of joy than it really is. He makes fun of society, but in a way that makes it look pleasantly odd. He's like a Douglas Adams that is exposing the follies of mankind as endearing, rather than as pointless insipidity.
